The new rules appear to allow underwriters to use their banks’ research to sell investors on an I.P.O., as long as they comply with rules meant to ensure the impartiality and objectivity of the research, Corrigan said. The risk, Corrigan said, was that deal teams become a “conduit for an analyst recommendation that is subtly biased.”
